107th Congress (2001-2002): Not a member
106th Congress (1999-2000): 3
105th Congress (1997-1998): 4

This is starting to look to us a lot like the lunatic Algore's 2000 campaign -- easily refuted puffery and, to be kind, misstatement of facts. It is more understandable in Kerry's case however. Agree or disagree with his legislative accomplishments, at least the lunatic Algore had a Senate record to run on.
